Paul J. Dougherty, M.D., is the Medical Director of DLV Vision and is one of the nation’s most experienced laser and lens-based vision correction surgeons.

Dr. Houman Vosoghi is an ophthalmologist that specializes in the medical and surgical management of glaucoma.
Asha Balakrishnan, M.D.
Dr. Asha Balakrishnan is a fellowship-trained cataract, refractive, and cornea surgeon as well as a board-certified ophthalmologist.
Joseph Chen, M.D.
Dr. Joseph Chen is a Board Certified glaucoma expert who specializes in laser assisted and premium cataract surgery, as well as the medical and surgical treatment of glaucoma.
Xiaolin (Lynn) Zhang, M.D.
Dr. Xiaolin (Lynn) Zhang is a dry eye specialist and Board Certified ophthalmologist who is expertly trained to perform refractive, cataract, and corneal surgeries.

As a Board-Certified ophthalmologist, Dr. Gregory Spencer focuses on managing glaucoma, treating cataracts, and performing lens implant procedures at our Oxnard location.
Anh Le, O.D.
Clinical Director Dr. Anh Le grew up in Los Angeles and attended UCLA where he earned his first undergraduate degree in neuroscience and was a member of the Alpha Lambda Delta and Phi Eta Sigma honor societies.
Sidra Qadri, O.D.
Dr. Sidra Qadri grew up in Houston where she attended the University of Houston and double-majored in psychology and biology with a minor in health sciences.
Alique Boulgourjian, O.D.
Alique Boulgourjian, OD is a board-certified optometrist with a foundation in diagnosing and treating ocular diseases, prescribing corrective lenses, and managing binocular vision disorders.
Wide Range of Services
We don’t believe in a one-size-fits-all approach to vision correction and eye health. While we offer the most common procedures, like LASIK and premium cataract surgery, we also have other services as well. Your eyes are as unique as you, and we’ll work with you to understand what treatment is best for you based on your goals and needs. In addition to refractive and cataract surgeries, we offer refractive lens exchange (RLE), general ophthalmology, advanced dry eye care, glaucoma and retina treatment, and more.
In-House Cataract Surgery
DLV Vision is proud to restore eyesight lost due to cataracts with our in-house cataract surgery options. This is an excellent alternative for patients who have an HMO, a high deductible PPO insurance, or no insurance at all. You don’t need to go to another surgery center — even if you’re uninsured! Our team of experts use high-tech tools and equipment in our cataract surgery and can even offer premium intraocular lenses (IOLs), to enhance your vision after surgery, potentially reducing your reliance on glasses or contact lenses. We offer a range of payment plans to make this procedure accessible to everyone and can even do surgery on both of your eyes on the same day!
Advanced Technology
Our team uses state-of-the-art technologies to perform your surgery and is expertly trained in three different excimer laser systems, as well as two different keratome technologies. We’re the first in the region to carry the Swiss-made Ziemer Z8 femtosecond laser for cataract and LASIK surgery and INTACS ring incisions. And to position ourselves on the cutting-edge of ocular surgery, we offer CATz (Topography Guided LASIK). Dr. Dougherty also helped develop the EVO Implantable Collamer™ Lens (ICL) from Visian, being one of four surgeons in the U.S. to be in the Elite Master’s Club of STAAR Surgical, the device’s manufacturer.
Lifetime Enhancement Policy
At DLV Vision, we believe in providing great vision for life — and we carry out that mission with our Lifetime Enhancement Policy. If you choose to be a part of this program, you will need to get annual eye exams to ensure you stay on top of your eye health, and in return you may be eligible for free or discounted enhancement procedures!
